Payment Options
The City of Hallsville offers a variety of convenient payment options for our residents. Simply choose the option that best suits your needs.
Online Bill Pay
In an effort to better serve our community, the City now offers convenient online bill pay, available 24/7. Residents may pay their utility bills online using Visa, MasterCard, Discover, and now American Express by clicking the green “Pay Your Bill Now” button located on the right or bottom of this page. Before getting started, please contact City Hall to verify that your current email address is on file, as you will need to use the same email address during registration. You will also need your account number and your service address exactly as it appears on your bill.
A service fee of 3.00% will be applied to all credit and debit card transactions, and a $1.50 fee will be charged for e-checks (electronic check) payments. Through the secure CUBIC Utility Billing software, customers can create an account, store payment methods, sign up for bill reminders, schedule recurring payments, and view billing and usage history. To register, click “Don’t have an account? Register here,” and enter “1” for the Book Number along with your account number, then follow the prompts to complete setup.
If you are currently enrolled in ACH payments through the City, with automatic withdrawal from your checking account on the 10th of each month, your payments will continue as usual and no action is required. However, if you prefer to set up recurring payments through the new online system and be able to view your water usage, you must contact City Hall to be removed from the existing ACH draft to avoid being double billed. Payment By Mail
If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.
Payment In Person or Over The Phone
You may pay your bill in person at our office address. We accept cash, check, or money orders. To avoid longer wait times, please note that Mondays, Fridays and the first day after a holiday are normally very busy or use the drop box for your payment. A fee of 2.75% or a minimum of $2.75 will be charged when using a credit card/debit card over the phone or in person.
Payment Through Your Bank
Many financial institutions such as major banks offer their customers the ability to pay their bills via an online bill payment service (through your bank's website). Normally, these services debit the customer's checking or savings account to pay the bill. Depending on the financial institution, they may or may not charge a fee for the service. Payments may take up to seven business days to post to the customer's account. Please consult with your bank for more information.
ACH Authorization for Utility Bills
The worry-free way to pay your bill. With this service, the amount of your monthly bill is automatically deducted from your bank account and credited to your utility account. There is no set-up fee or charge associated with this method of payment. To set up Automated Bank Draft, simply download and fill out the ACH Agreement Form located below and drop it off or mail it to our office, along with a voided check. Payments will be taken from your account on the 10th of each month and credited to you utility bill.
The authorization must be filled out completely and signed with the voided check to be legal. No money will be taken from your account until it is received in City Hall and has been properly completed.
