Public Information Request

The Missouri Sunshine Law (Chapter 610, Revised Statutes of Missouri) reflects Missouri's commitment to open and transparent government. The law provides the public with access to governmental meetings, records, votes, actions, and deliberations, except where otherwise provided by law.

The City of Hallsville is committed to complying with the Missouri Sunshine Law by providing access to public records and meetings in accordance with Chapter 610, RSMo.

Submit a Sunshine Request

If you would like to request public records from the City of Hallsville, please submit your request to the City's Custodian of Records.

The Missouri Sunshine Law does not require that an open records request be submitted in a specific format.  Requests may be submitted by email, mail, phone, or delivered in person during regular business hours.

Although the Missouri Sunshine Law does not require requests to be submitted in a specific format, the City encourages requests to be made in writing to ensure an accurate record of the request.

When submitting a request, please provide as much detail as possible to help identify the records you are seeking.

Response to Requests

The City will respond to Sunshine requests as required by Chapter 610, RSMo. If records are immediately available, they will be provided promptly. If additional time is needed, the City will provide a written response within three (3) business days explaining:

  • When the records are expected to be available;
  • The reason additional time is necessary; or
  • If the records are closed or otherwise exempt from disclosure under Missouri law.

Reasonable fees may be charged as permitted by Missouri Sunshine Law for copying records, research time, programming, or document preparation. Whenever possible, records will be provided electronically to minimize costs.

Closed Records

While most City records are open to the public, certain records are protected from disclosure under Missouri law. These may include, but are not limited to:

  • Personnel records
  • Certain law enforcement investigative records
  • Attorney-client privileged communications
  • Records made confidential by state or federal law

The City will identify the legal authority for any records that are withheld or redacted.
